Regarding OROP: Veteran Prabhjot Singh Chhatwal PLS (Retd.)

With respect to speech made by Army Chief, Gen. V.K Singh in Bhiwani and the comment given below by respected Veteran (Gen.) S.K Bahri, I beg to state that statement by Army Chief, "One Rank One Pension has been almost accepted for JCO's and OR", is incorrect and misleading. JCO's and below have been given the benefit of modified parity in pension what the Hony Officers and above have got in year 1997. One rank one pension has not (R) not been implemented in case of JCO's and below. The statement of Veteran Gen. S.K Bahri is equally devoid of facts when he says, ''The speech of the COAS at Bhiwani about grant of OROP only concerns JCOs and OR. The present govt is not inclined to touch the officers case."


In fact, Army Chief has stated that the demand of one rank one pension (OROP) for officers is under serious consideration and also added that OROP for other ranks has been almost accepted.


With such inputs for the consumption of Veterans on 'Report my Signal', I am afraid, Unity of Veterans fighting for OROP will, certainly, be in peril. Please give it a serious consideration.

I see a lot of disquiet amongst ESM that the Supreme Court and AFT decisions are not being acted upon by the Service HQ and MOD because, the Govt is not interested to solve the issues related to ESM and, the AFT has no powers to enforce its decisions. I had a discussion with the AGs Br yesterday and have learnt the following –

a) AFT and SC court orders are being implemented but due to procedural problems and the layers who have to deal with each case it is taking time to issue orders. Der Hai Par Andher Nahin!

b) The SC orders for the constitution of a commitee with an ex SC Judge and two Gens is facing flack from MOD. They feel that the Commitee should only look into the grievances of ESM and serving people's problems should be looked into separately. This means if they can suppress the serving pers the ESM will automatically be denied their dues as they will be linked to the serving soldiers. Gens Malik and Oberoi may be able to throw more light on it.

c) The speech of the COAS at Bhiwani about grant of OROP only concerns JCOs and OR. The present govt is not inclined to touch the officers case.(Possibly because it will affect the IAS and other Cl I services, who the govt is obliged to protect because of the services rendered by them!)
