T he Centre seem to have finally made up its mind on not accepting the ex-servicemen's demand for "one rank, one pension".
In a written reply to a question from Lok Sabha MP Sushma Swaraj, Minister of State for Defence M.M. Pallam Raju on November 30 said, "A committee was constituted under the chairmanship of the cabinet secretary to look into the issue of "one rank, one pension" and other related matters. After considering all aspects of the issue, the committee did not find it administratively feasible to recommend one rank, one pension, as such."
Reacting to the development, Col Bhag Singh (retd), president of the Indian Ex-servicemen League (Punjab unit) and a Ludhiana resident, said: "If the government cheats us, we will not spare it. We had met the President and Defence Minister, and were assured the demand would be met. We are still hopeful."
Maj S.S. Dhillion (retd), SAS Nagar-based chairman of the Ex-ervicemen Joint Action Front, said, "The lobby of IAS officers is against 'one rank, one pension' for us. But we are still hopeful of a positive development."
Lt Gen Depinder Singh (retd) of Panchkula said, "My immediate reaction is that of distress.The government has gone back on its promise. The bureaucracy is pressurising politicians and they do not understand the difference between the defence forces and sycophants. It is a sad decision."
Said Air Marshal R.S. Bedi (retd) of Chandigarh, " It is bad in principle and not logical.Service conditions in the armed forces cannot be compared to any other force. It will have serious repercussions as the movement has gone too far. Lot of ex-servicemen movements are working together to achieve this aim."

    Regards. In its reply to the querry made by Hon'ble Members of Parliament in question hour in Parliament on 30-11-2006,Govt.of India has made its contention very clear that it can not (R) not grant OROP as asked by the group of organisations headed by Senior Veterans in tneir joint memorandum, submitted to Prime Min,Defence Minister and Finance Minister, on 14-10-2009.The reply given by the Minister of state for Defence has further added that govt.has already agreed forthe following benefits to the defence pensioners;
    i)Revision of pension for Lt.Gen.by granting a seperate Pay Scale ( The same stands implemented ).
    ii)Bringing parity between pension of Pre-1996 and Post Oct 10,1997 PBORs i.e.JCOs and below pensioners(Not yet implemented).
    iii) Further improving the pension of PBORs i.e.JCOs and below, based on award given by Group of Minister,2006.(Not yet implemented).
    iv) Broad-banding of percentage of Diability/War Injury pension for Pre-1996 pensioners and
    v)Removal of cap on War Injury Element of Pension in the case of disabled pensioners belonging to category 'E'pensioners.

    Now when general benefit(i) in case of officers has, already, been implemented by the Govt.,why the Govt is delaying / being compelled to delay the implementation of general benefit of PBORs i.e.JCOs and below(ii and iii)?
    We have to ponder upon this! No one, in the higher echolon, has raised a finger aginst this unwanted delay in implementation of benefit to JCOs and below.Let me make clear to all concerned that the implementation of this benefit for JCOs. and below, for which they have preferred to maintain silence, is not (R) not going to harm their movement for asking ONE RANK ONE PENSION in any way. Then why to act like this.
    Dear Veterans,please comment and narrate your valuable opinion on this major point causing a great monetary loss and mental agony to JCOs. and below.

  2. Yes. There is no justification for this abnormal delay in granting improvement of pension to JCOs equivalents and below as already promised by the Govt and also necessary bugetory allocation made in the budget for the current year.If there is any valuable reason for this delay, the concerned authorities should come forward and explain it for the information of the veterans.

    Regards. You are absolutely right in this.The Govt. must implement this at the earliest to contain the ongoing frustration among the under-privileged veterans i.e.JCOs.and below.

    Now, I feel that we should put our full efforts to get the orders for the improved pension published as alreay ageed to by the Govt. We can keep pending all other issues till such time the orders for improved pension is issued.Please do the needful.

    Regrds.You are right, Sir. We should only try for the thing what Govt.has decided to give to JCOs.and below.We are trying for the same.Hope we will get the same soon.

  6. Prabhjot Singh Sir,
    In Kerala, at Cochin, National Exservicemen Co-Ordination Committee is doing Rail Rukho(stopping train)on 16 Dec 09 after taking rallies from North and south end of the State for OROP and other demands.If similar demonstrations are conducted in different parts of the country,it may speed up the Govt action atleast to announce the improved pension as already agreed to by it.

    Please intimate the latest position of the improved pension as agreed to by the Govt. Is there any hope for getting it in the near future?By the by, the "Rail Rukho" in Cochin by Ex-servicemen is on 15th Dec 09 and not on 16th Dec 09 as mentioned earlier by me.The error caused is regretted.

    Regards.Dear Sir,we will surely get improved pension but we should not hope to get ONE RANK ONE PENSION,on which Senior Veterans are insisting upon.Govt has strongly and repeatedly refused to give ONE RANK ONE PENSION.
