Regards.Find below the points submitted by Veteran Prabhjot Singh Chhatwal PLS Retd.in Punjab Governor's Core Advisory an Monitoring Committee meeting held on 20-10-2009 in Punjab Raj Bhawan,Chandigarh.
A. Points regarding Directorate of Sainik Welfare, Punjab.
1. About 60 posts of Class IV employees of Sainik Rest Houses in Punjab i.e.
Caretakers, Chowkidars, Malis and Safai Sewaks, earlier on Ad-hoc and now
on contract basis, could not be regularized for the last about 50 years.
2 Promotional avenue of Welfare Workers (JCOs.), who were earlier promoted as
Asstt. Directors, stands suspended or closed now.It must be restored.
3. 19 posts of Asstt. Directors stand suspended or abolished causing a great setback
to the working of deptt. As the minimum rank for recruitment as Deputy Director
is Lt. Col., entry of Major and below is banned in the Deptt. for employment.
4. 9 posts of Deputy Directors are lying vacant leading to dual charge at
Sangrur/Mansa, Mukatsar/Ferozepur, Faridkot/Bathinda, Ludhiana /Moga and
Ropar/Mohali .These must be filled at the ealiest.
5. Deputy Director at Jallandhar, though doing a good work, has been serving in
the distt. for the last about 15 years after Superannuation barring other new
retiree officers to join the Deptt. for re-employment.
B. Points concerning Ex-servicemen and
widows.
1. Though marriage grant for daughter has been increased to Rs.15000/-, but the
income limit for eligibility of this grant remains Rs. 40,000/- P.A. only. As
such, even the ex-serviceman/widow with minimum pension does not qualify for
this grant.Thus the Income limit must be increased.
2. Dependent certificate for admission in various courses of studies to the wards
of ex-servicemen/widows residing temporarily in other distt. (due to re-
employment) is not issued by the distt. in which they are serving.Necessary
action be taken to give dependent certifiocate in the Distt. where ex-serving is
serving.
3. Reservation in recruitment to the tune of 10% was available in Class
III and 20% in Class IV posts was provided by Punjab Govt. to ex-servicemen
prior to year 1982 when it was changed to 15% in all post i.e. Class I,II,III and
IV. In year 1996, 1% was given to Handicapped and later 1% was given to
Sports persons out of this .thus leaving only 13% for the ex- servicemen. In
year 1997, 4% was earmarked for SC Ex-Servicemen and 2% for BC Ex-
Servicemen out of this. With this, only 7% is left for General Ex-
Servicemen which needs to be restored to 15%.
5. Last but not the least, I request the Govt. of Punjab not to humiliate Hony.
Officers, Junior Commissioned Officers (JCOs.), Senior Non Commissioned
Officers (SNCOs.), Non-Commissioned Officers (NCOs.) by using the nasty
term PBORs (Personnel Below Officers Rank) to address them.

ReplyDeleteRegards.I could not operate my computer since it was not in working order for a few days. Any how, we are trying to compel the Govt.to drop this term PBOR. Your exact amount of pension,which you should get,can not be assessed before the notification is issued by the govt. So please wait for some time till the Govt.issues the notification. O.K. have a good time.
